Reduce Outlaw's Operational Readiness

There is a group of outlaws at Pyro IV, Pyro V, Ignis and others that have become increasingly brazen in their attacks on Citizens for Prosperity assets in the system. To minimize loss of life, we want to first try convincing them to move on to somewhere else by disabling their generators and destroying their fuel reserves.
